CCAM-ERAS White Paper explores the socio-economic transition to automated mobility

The CCAM-ERAS project has published its White Paper, bringing together the findings of two years of research on the socio-economic implications of Connected, Cooperative and Automated Mobility (CCAM).
Rather than viewing automation solely as a technological development, the report highlights that CCAM represents a broader socio-technical transition affecting labour markets, skills needs, education systems, public authorities, mobility planning and industrial value chains. The White Paper connects evidence from stakeholder consultations, use-case analysis, economic modelling, skills foresight and policy assessment to provide a comprehensive picture of how Europe can prepare for the transition.
A key finding is that the deployment of automated mobility is unlikely to lead simply to job replacement. Instead, the report points to significant changes in tasks and occupational profiles. As automation advances, demand is expected to grow for roles linked to remote operations, safety assurance, cybersecurity, software-enabled diagnostics, data analysis, customer support and regulatory oversight, while many existing occupations will evolve and require new digital and supervisory skills.
The research also highlights that employment impacts will vary across sectors, use cases and adoption pathways. Factors such as investment levels, deployment speed and national labour market structures will influence outcomes. According to the report, the greatest challenge in the medium term may not be the technology itself, but the ability of institutions, training systems and organisations to adapt quickly enough to changing skills requirements.
To address these challenges, CCAM-ERAS identifies several priority areas, including continuous skills anticipation, modular learning pathways, work-based training, stronger cooperation between sectors and targeted support for occupations most exposed to change. The project also underlines the importance of equipping public authorities with the technical, regulatory and governance capabilities needed to oversee increasingly software-driven mobility systems.
Another important message concerns policy and planning. The White Paper finds that while accessibility and safety are often addressed in mobility strategies, critical topics such as affordability, employment, digital inclusion, public trust and workforce transition are not yet consistently translated into measurable objectives and implementation frameworks.
The overarching conclusion of the report is clear: successful CCAM deployment requires synchronised investment in technology, people and institutions. When workforce preparation, governance capacity and technological innovation evolve together, automated mobility can contribute to safer, more efficient and more inclusive transport systems. When they do not, skills shortages, regulatory bottlenecks and unequal transition impacts risk slowing adoption.
